O que é o Sinaes e para que serve?

O Sinaes foi criado a partir da Lei n° 10.861, de 14 de abril de 2004, e desenvolvido pelo Inep (Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira). Tem como principal objetivo analisar o funcionamento das instituições de ensino superior no país, bem como seus cursos e desempenho dos estudantes. Ele é comandando pelo Ministério da Educação (MEC) e liderado pela Comissão Nacional de Avaliação da Educação Superior (Conaes).

Essa análise consiste em verificar a qualidade do ensino, responsabilidade social, corpo docente, gestão institucional, pesquisa e extensão. Utiliza, sobretudo, dados do Enade (Exame Nacional de Desempenho dos Estudante) e outras avaliações. A partir dessa análise, o Sinaes consegue oferecer informações úteis e necessárias sobre a qualidade de ensino de cada universidade.

Mas então, qual o objetivo do Sinaes?

A existência do Sinaes se faz necessária a partir do momento em que há milhares de estudantes e faculdades no país. Portanto, ter esse controle garante, tanto para o aluno quanto para a universidade, uma qualidade de ensino adequada.

Desse modo, podemos concluir que o objetivo do Sinaes é estar presente na educação de nível superior das faculdades públicas e privadas do Brasil. Para o estudante, esses indicadores servem como uma bússola na hora de encontrar a faculdade certa para investir na sua trajetória acadêmica.

O que o Sinaes avalia?

O Sinaes avalia diversos aspectos das instituições de ensino superior no Brasil. Analisa, portanto, a qualidade do ensino, a responsabilidade social, a qualificação do corpo docente, a eficiência na gestão institucional, produção científica, extensão universitária e o desempenho dos estudantes matriculados.

Vale destacar que esse processo acontece a cada três anos, e é conduzido pelo Conaes, que utiliza de diferentes ferramentas, como já mencionamos. Entre os principais quesitos que o Sinaes avalia, estão: desempenho dos estudantes no Enade e avaliações institucionais e de curso. Vamos entender mais a seguir sobre cada uma delas!

Desempenho dos estudantes no Enade

O Sinaes usa os resultados do Enade como uma das principais fontes de dados para avaliar a qualidade da educação nas instituições do Brasil. Junto dessas informações, o Sistema também integra avaliações institucionais e de cursos (que veremos a seguir), para oferecer uma visão mais ampla do desempenho e qualidade de cada faculdade.

É importante destacar que o desempenho dos estudantes no Enade também pode ser usado para influenciar o IGC, outro indicador importante do Sines, que leva em consideração alguns aspectos, como a infraestrutura e corpo docente.

Já o processo de avaliação do desempenho do Enade funciona por meio de uma prova específica para cada curso. Esse exame busca identificar o conhecimento dos estudantes adquiridos durante sua formação acadêmica.

A prova do Enade é aplicada a cada três anos, e os alunos participantes podem ser aqueles que tenham concluído 80% da carga horária dos cursos de bacharelado e 75% dos cursos tecnólogo, ou também aqueles que ainda estão no início do curso com cerca de 25% da carga horária cumprida.

Avaliações institucionais e de curso

Outro componente fundamental na avaliação do Sinaes, são as avaliações institucionais e de curso tanto na modalidade presencial quanto a distância.

No caso das instituições, a avaliação analisa diversos aspectos que incluem a missão e os objetivos das universidades, além de sua estrutura organizacional, recursos disponíveis para cada aluno, corpo docente, políticas acadêmicas, infraestrutura e entre outros serviços oferecidos aos estudantes. As avaliações podem acontecer in loco, ou seja, uma comissão externa composta por especialistas de diferentes áreas visita as instituições de ensino presencialmente; e a autoavaliação que é constituída pela Comissão Própria de Avaliação (CPA) de cada universidade, responsável por conduzir os processos de avaliação interna.

Já a avaliação de curso concentra-se na análise de cada curso de graduação disponível na instituição, com base no Conceito Preliminar de Curso (CPC). Examina, portanto, a estrutura curricular, planos de ensino, recursos didáticos oferecidos, qualificação dos professores, desempenho dos estudantes e muito mais. Ou seja, essa avaliação fornece informações totalmente detalhadas sobre a qualidade e eficácia de cada curso.

Esses indicadores são essenciais para comparar o desempenho dos cursos e instituições de ensino superior, além de orientar para políticas públicas com o objetivo de promover melhoria da qualidade de ensino aos estudantes brasileiros.

Quais são os indicadores do Sinaes?

Três indicadores principais que empregam a qualidade de ensino e ajudam a coletar informações são: Índice Geral de Curso (IGC), Enade e Conceito Preliminar de Curso (CPC), como mencionamos acima. O Enade está ligado à avaliação do desempenho do estudante, enquanto o CPC à avaliação do IGC e das instituições.
