Quem criou o Fies?
O Fies (Fundo de Financiamento Estudantil) é um dos programas do governo federal voltados para tornar o ingresso ao ensino superior algo mais acessível para pessoas de baixa renda e foi criado pelo governo de Fernando Henrique Cardoso.
Antes, já existia um programa voltado para crédito estudantil, organizado e gerido também pelo governo federal conhecido como Programa de Crédito Educativo (CREDUC). O programa, que seria conhecido dessa maneira até 1999, passou por reformulações nos anos seguintes.
Existem confusões acerca de qual foi o governo responsável pelo Fies. A criação dele, com o nome que conhecemos atualmente, aconteceu mesmo apenas no governo do Fernando Henrique Cardoso, em 1999. Mas, foi no governo de Luiz Inácio Lula da Silva, que se iniciaria apenas em 2003, o programa foi ampliado.
Quando surgiu o Fies?
O Fies surgiu em 1999, durante o governo do ex-presidente Fernando Henrique Cardoso.
Modalidade Fies
O Fies segue o objetivo principal do programa, que é democratizar o acesso de estudantes de baixa renda ao ensino superior. Desse jeito, estudantes e quaisquer outras pessoas que tenham realizado a prova do Enem (Exame Nacional do Ensino Médio) em anos recentes podem se inscrever e concorrer a uma vaga dentro do programa de financiamento.
O Fies contempla alunos que possuem como renda máximo de três salários mínimos em seu núcleo familiar. Assim, ele consegue destinar boa parte de suas vagas para estudantes mais vulneráveis, economicamente falando.
Dentro da Modalidade Fies, os juros do financiamento são iguais a zero para quem se encaixar dentro desse requisito, que é o número de salários mínimos que a família possua como renda. Por ter essas condições de financiamento mais interessantes, o Fies possui mais de uma chamada, visto que o número de inscritos costuma ser maior do que a alternativa.
Modalidade P-Fies
A modalidade P-Fies é diferente do Fies convencional, pois engloba também alunos que possuam renda de até cinco salários mínimos. Além disso, está diretamente ligada aos juros do financiamento que são cobrados dos estudantes.
O Fies tradicional, por beneficiar alunos com rendas menores, acaba não cobrando juros sobre o valor do financiamento. Já com o P-Fies, a situação é diferente. Quando o aluno é contemplado com o financiamento, os juros que serão pagos por ele são variáveis.
O valor real é definido em uma parceria da instituição de ensino com o banco fornecedor dos valores emprestados.
Como funciona o Fies?
O Fies, junto com o Sisu (Sistema de Seleção Unificada) e o Prouni (Programa Universidade para Todos), é um dos programas do governo federal feitos para ajudar o aluno a conseguir uma vaga na universidade.
Diferente do Sisu, que concede vagas em universidades públicas, e do Prouni, que concede bolsa de estudos para graduação, o Fies é um tipo de empréstimo. Nele, de acordo com a renda familiar do estudante, o governo poderá arcar parcialmente ou integralmente com os valores das mensalidades da faculdade durante o período de estudos.
O primeiro passo para conseguir se beneficiar do Fies é ter feito o Enem em algum ano recente. Apenas com a nota do Enem, que o aluno consegue acessar o portal do MEC (Ministério da Educação) e se inscrever no programa.
Qual a importância do Fies?
Chegar a um nível superior é um marco profissional muito importante. Através dele, uma pessoa consegue mais reconhecimento profissional, recebendo melhores oportunidades de trabalho e maiores salários.
Contudo, para chegar nesse degrau, é preciso muito esforço, dedicação e tempo de estudo, além de recursos financeiros – algo que nem todos os alunos conseguem bancar. Por isso, o Fies vem como uma alternativa para somar e gerar mais oportunidades de ingresso na faculdade.
Acesso a universidades públicas e privadas
Quando o assunto é entrar na faculdade, escolher o curso não é a única decisão importante que o aluno precisa tomar. Também é necessário pensar em qual será a universidade escolhida.
Para isso, existem duas opções para considerar: as universidades públicas e as universidades privadas. O Fies engloba apenas a segunda opção. Como ele é um programa de financiamento estudantil, que empresta o valor da mensalidade para que o aluno possa estudar, ele apenas é usado em universidades privadas.
Alternativas do Fies
Caso você não tenha conseguido o financiamento pelo Fies, mas ainda procura maneiras de estudar pagando menos, existe uma outra possibilidade: o Pravaler – maior financiamento estudantil privado para quem procura excelentes formas de pagar seus estudos.
